If you see a designers site that is fantastic, looks and functions well, but the client sites in the portfolio aren't in comparison, something is amiss. This could well mean that the designers have designed their own site, but have outsourced their clients sites to lesser skilled designers in attempt to make more out of the project.
It could also mean the reverse of the above, they've had a highly skilled designer create their website for them, and they've done the clients work and it's not in the realm of anywhere good enough.
This unfortunately affects YOU the business owner, as it's your image and branding that's going to suffer and suffer royally it will if you happen to come across and not weigh up the right web designer, so pay particular attention to their portfolio.
Does the designer your looking at, have their testimonials and portfolio clients available for you to call them and ask them questions about their particular designer and the experience they've had, this is quite a big thing, and while they probably only have their best clients online in their porftolio, call at least a few of them and see what their clients perspectives are.
2. Their internet marketing expertise
How deeply does a particular website designer know "internet marketing" and I'm not just talking about website / graphic design, which is what they all claim to do well.
While a website designer may be good at designing a site and taking orders from a client, they may not be good at developing their online business blueprint to success. This blueprint is an internet marketing program that goes much deeper than just the tiny element of web design and some basic web marketing that a lot of designers are now sprouting... I.E. SEO (Search Engine Optimization), SEM (Search Engine Marketing), PPC (Pay Per Click Advertising), Article Marketing, Copywriting, Video Marketing etc... There's much, MUCH, more to internet marketing so be careful.
If your chosen website designer isn't doing all the above visible sources of marketing and the lesser visible marketing techniques that only an expert in this area would see, then you're most likely going to be wasting your money.
3. Are they established?
The myth of the well established company is one that you should take with a grain of salt... WHY?... Because any company could be going for a long time, but doesn't mean it's doing a good job.
It could appear it's going well, and do all the finest exercises in the world to BLUFF you they are doing well, but are they really?

So in summing up, think of the following things you want to achieve:
1. What sort of website do you want?
2. What do you want to achieve from your website (Your MWR - Most Wanted Response)?
3. Who is your target market?
4. What industry are you in and how can you make your site different to the norm?
5. Do you already have a website? Is it paying for itself already in leads, sales etc... If not why not?
6. How quickly or soon do you want your website?
7. What are the consequences if you never have a website or internet marketing presence created for your business? I.E. Loss of market share etc.
